关于集中整治非法宗教活动实施方案

为了维护正常宗教秩序，保障公民宗教自由，我们依据霍族宗组[2011]2文件的精神，决定在全镇范围内开展为期三个月的集中整治非法宗教活动，并制定了本方案。

本方案的目标任务有四点：一是帮助基层干部和广大群众分清合法宗教和非法宗教的界线，增强自觉抵制非法宗教活动的能力；二是建立一支社会覆盖面广、能够掌握深层次情报的信息队伍，为发现、打击、处理非法宗教活动及时提供可靠信息；三是达到非法宗教活动情况底数清楚、非法宗教活动的组织者受到依法处理、非法宗教活动场所被依法取缔、非法宗教活动在我们镇发展势头得到有效遏制；四是将宗教工作纳入日常管理，建立健全工作台帐，使宗教活动走向依法管理、正常发展的轨道。

本次集中整治的重点是三个方面：一是非法传教人员；二是XXX私设聚会点；三是私自出境接受境外宗教培训人员。

我们将采取以下方法步骤：一是在1月15日至1月25日期间，通过宣传党的民族宗教政策、国务院《宗教事务条例》等，让广大人民群众了解什么是宗教、什么是非法宗教、什么是邪教，做到自觉抵制非法宗教和邪教；二是在1月26日至2月15日期间，结合此次集中整治活动，要对辖区的各类非法宗教、邪教来一次彻底排查，对非法宗教的组织体系、人员结构、经费来源进行全面摸排，并对于重点人员实行实名制登记；三是对未转化人员、重点不放心人员、一般不放心人员，特别是私设家庭聚会点的负责人、非法传教人员及参加境外非法宗教培训人员，一人一册，实行三级动态管理，并将人员名单分别上报县宗教局和公安局国保大队。
