用in，
in the picture指的是图片中的内容。如There is a boy in the picture.（图片中有一个小男孩）
当然用on the picture表示有另外的（非图中内容）物体附着在图片上也可以。如：There is lots of st on the picture.（这张画上有许多灰尘）其中灰尘只是空间上附着于图片表面，并不是图片里的内容。
